JEFF HALBERT

Founder & President

Jeff is an accomplished veteran of the retail real estate industry with extensive public and private real estate leadership experience. His broad skill set covers the gamut of retail real estate ranging from free-standing single tenant buildings to grocery-anchored centers. Jeff has served in key senior leadership roles with a number of the country’s largest, best-in-class retail and real estate companies. Previously, he served as Senior Managing Director for Newmark, Vice President for JLL, and EVP for United Growth. His experience as a retail tenant executive include as Real Estate Manager for Starbucks, Director of Real Estate for Rite Aid, and Vice President/Real Estate Director for JP Morgan/Chase bank. J​eff has a BA degree in Urban Planning, a Masters of Real Estate Finance and is a licensed California Real Estate Broker.​ In his continuing effort to stay abreast of changes in the commercial real estate industry, Jeff completed a certificate course in Artificial Intelligence focused on Real Estate from the MIT Sloan School of Management. Jeff has been an active member of ICSC for over 25 years.

CLEMENT BALSER

Vice President

Clement manages the life-cycle of our development projects, including estimating, entitlements, permitting and throughout construction, ensuring project expectations are met for all parties. Clement has 15 years of experience in the construction industry. He began with residential construction, moving into estimating for Heavy Civil, and since 2007, has worked in commercial estimating and project management for Retail and Corporate clients. Prior to joining Blackpoint, Clement worked with United Growth managing all phases of retail development projects around the country. Previously, Clement worked at DPR Construction in the SF Bay Area managing scopes of work for ground-up, and tenant improvements, ranging from 5,000 to 120,000 SF. Clement graduated Magna Cum Laude from Cal Poly, SLO, with a B.S. in Construction Management and is a licensed California Real Estate agent.
